Special Agent Conway is characterized as a wildlife agent, which aligns with the context that suggests the presence of a panther sighting. The role of a wildlife agent typically involves monitoring and protecting wildlife, responding to sightings or incidents involving endangered or protected species, and ensuring compliance with wildlife laws and regulations.

In this scenario, the specific mention of a panther sighting indicates that there is an ecological concern or a need for conservation efforts, which would fall under the responsibilities of a wildlife agent. Thus, the selection of Conway as a wildlife agent responding to this sighting is a natural fit given the context. The focus on preserving and assessing wildlife populations is crucial when rare species such as panthers are involved, highlighting the urgency and importance of Conway's mission in this situation.

The other options involve roles that do not align as closely with the situation described. A local police officer or a government official might not have the specific training or mandate to address wildlife issues in the same way a wildlife agent would. A private investigator typically operates in more general or criminal investigation contexts and wouldn’t be involved in wildlife concerns.
